The story takes place in the Water Lotus Kingdom, which was colonized by Britain for many years and has now achieved independence, but the majority Water Lotus people are ruled by an oligarchy of the Lakeside people. Dissatisfied with this situation, the Water Lotus people are frequently carrying out terrorist attacks against the Lakeside people, and the country is on a path to deteriorating public order.
